You aren't supposed to be able to get it until after doing ALL of Lantresor of the Blade's quests and ALL of Altruis the Sufferer's quests and after going all the quests with the Murkblood. You only need to do the Murkblood ones to start this quest chain.

Sunken Temple		 Not working 0 The Idol of Hakkar that needs to spawn to end the quest will never appear. If you are thinking of taking this quest and asking a GM for help, I recommend you just skip this one. I was level 51 when I submitted a ticket asking for GM assistance. I decided to let it go and abandon the ticket when I hit level 62 over a week later.

Netherstorm		 Completable 0 When Naberius spawns he is standing at his correct position inside Kirin'Var's chaple but if you (or someone else who was attempting this quest before you came along) either ran away from Naberius or died in combat with Naberius, the mob will retreat to a position INSIDE the chapel floor. He's out of line of sight from that point on no matter what you do. A server restart is required to reset him back to normal You could ask a GM to help you, but it is low on their priority list and they likely will not respond for a week.
