Use the Gift of Naias near the Altar of Naias to summon the water elemental Naias. Defeat him and return to Nemeth Hawkeye at Grom'gol Base Camp with the Heart of Naias.

Naias does not spawn on the alter, but within eyesight. Look more inland and you should see him near other elementals. I was able to single pull him from range without agroing other mobs.
